Yes, they were, but they had a reason (apart from the fact that it cut down production costs): The Doctor's exile. So, we knew he would stay on Earth for a while. But with the Tenth Doctor's freedom to travel anywhere - well, we want to see alien planets, not only hear about them. If they can manage Slitheen in Downing Street, I am sure they can manage alien planets.
